Who will be eligible for Obamacare?

I hear that those who don't have insurance will be checked up on by the tax man. In fact there will a team be employed to check on the taxpayers to enforce their buying insurance. In fact an amount of $1200 come to play. Is that per person? Also, if people have to pay fines for not having insurance, who is the Obamacare for? If I could afford insurance I would have it? If they have to pay the $1200 will that mean they get to have Obamacare as their insurance for that amount or they just pay that tax and still do not have insurance. Will they have an option to buy a low cost but good insurance instead before that happens? I hear that seniors will have poorer coverage that those on Obamacare and will not have the option to buy an upgrade on that. All this does not sound good tor me or for our country. Obviously disabled person should already have insurance, so I just do not understand who will get it unless it is just those who have never worked in their lives or for welfare or low income persons.
