Can insurance company's make an offer on personal injury without medical advice

Yes, they can. Whether it is in the interest of the injured to do so without medical feedback from the injured's physician is another story. Anyone injured through negligence of another should have their health returned to prior to injury status and it should be reviewed by medical professionals as to cost to do so.
