If council has designated the house as your residence and it was not your choice, the matter should be presented to council for remedy.

Who has deemed your home unsafe?  You could approach your council (unless you have already done so) asap about the unsafe chimney and they will send someone out to have a look at it.  Depending what they say and how bad the unsafe chimney is, I would ask them if they will put you in temporary accommodation whilst the work is being carried out and (they pay for it).
