Dallas Police impounding cars with no insurance? True?

Just about every state in USA has an ordinance towards impounding vehicles infracting state or city traffic laws. Dallas has had such an ordinance enforced since 2009. The officer has discretion to not only tow the vehicle but use their database to confirm vehicles are insured and confirm ownership of vehicle to inform owner the ticketing, towing, storage and other fines are attached to the vehicle until proof of financial responsibility is met before releasing vehicle.
