Can I deny a rent increase? If the only gave me 3weeks notice of the increase?

My kitchen floor is literally chipping away and I can’t get the management company to repair it. The sub floor under the halfass’d tile job that was done feels like the floor is caving i  n. There’s chunks of tile missing and I’ve ask them acouple times to repair. Also several tiles are shifting and even some are lifting up as well as caving in. I genuinely feel as if it’s a hazard and I think it’s the right thing to do. The maintain with work done since moving in has all been mediocre at best. They do the bare minimum and halfass the big issues. They raised my rent 5% which is only 35$ more but it’s the principle,this place is ghetto and so out dated. I read that they have to give 30days notice for implementing a rent increase which they technically didn’t
