Car headlighs are dull how do you fix the problem?

One way to clean them is with non-gel toothpaste and a strong toothbrush. However, there are quicker ways to fix them.

Start by sanding with 1500 grit sandpaper, then wet-sand with 2000 grit sandpaper.

Finally, purchase some PlastX and a cutting pad and buff them out. The will look milky during the process, but that goes away after buffing.
