Can a veteranarian give away your personal property?

I took my puppy to the vet because she had parvo, the next day she passed away. The vet gave a random person her collar after he said he would mail it to me. I was wondering, if it is legal to give away our property to a complete stranger when we didnt ask him to do so. What legal actions could i proceed with if this is infact illegal?

Gift of residence or farm with a retained right to use the property - because of special provisions in the tax laws, you can give the College your personal residence or farm, yet continue to live there for the remainder of your life. Further, you can provide that your spouse may live there for his/her lifetime; or you may continue to live on the property for a set number of years. Either way, you will receive an immediate income tax deduction for the contribution.  For more information you can refer this link.
