can a college withhold transcripts ???

There was a charge of $100 on my account for which I have no record and even after numerous written and verbal communicatiolns the college could not support this charge with any bill or invoice.  They claim it was a fine issued by the office of student conduct but my paperwork does not show that a fine was levied.  I had to pay it to get my transcipts released.

It seems there were many consumer protection laws broken.  Can a university hold your transcipts for ransom in this way.

Yes, they can withold your transcripts if you owe them money.

*Most schools will require an official transcript from all of your previous schools. See if setting up a payment plan will help, as Donald suggested. This should be done in either case, as you don't want that debt to become a collections account and harm your credit rating.
