Can i get in trouble for mentioning any civil law code in court?

I want to know if i can use of Civil Code sections 1940.2 and 1952 against my landlords but im afraid of a civil penalty.

Its always preferable to consult lawyers where civil matters are concerned. They will be in a position to guide you appropriately and based on their input, you can take necessary action against your landlord.
