persistent wind off of the Gulf of Mexico is pushed towards the CAN/US border. Without any forcing to stop the moisture from moving north by mountains and/or fronts, this air can move freely towards the polar regions. It begins to mix with the ambient air and eventually, the ambient air becomes just as saturated.
