Is there any way to avoid back child support being taken out of Social Security Disability?

My son-in-law, who has a daughter with my daughter,  has just been awarded social security disability. He has 2 sons by previous marriages. He has paid child support when able, but because the cost of living is so much higher in the states the boys grew up in than here, he has been going more and more in arrears.  Both boys are grown and the daughter is not.  Never has his current family been taken into consideration so it's like the daughter does not exist. He doesn't have the money to keep hiring attorneys.
